#ExitExam በ2015 የትምህርት ዘመን ከሚጀምረው የመውጫ ፈተና (ለመጀመሪያ ዲግሪ ምሩቃን ብቻ) ጋር በተያያዘ ከፈተናው በፊት ሊቀድሙ የሚባቸው ነገሮች አሉ በሚል የተለያዩ ሃሳቦች ይነሳሉ። የግብዓት አቅርቦት ችግር ባለበት ሁኔታ ፣ የትምህርት ተቋማት አቅም በሚፈለገው ደረጃ ባልሆነበት ፣ የመምህራን ብቃት በራሱ ሳይመዘን / መምህራን ሳይመዘኑ ተማሪዎችን መመዘን እንዴት ይሆናል ፤ እንዴትስ ውጤት ያስገኛል በሚል ጥያቄ የሚያነሱ አሉ። የትምህርት ሚኒስቴር በዚህ ላይ ምላሽ አለኝ ብሏል። የትምህርት ሚኒስትር ዴኤታ ዶ/ር ሳሙኤል ክፍሌ ለብሄራዊ ቴሌቪዥን ጣቢያ (ኢቲቪ) ከተናገሩት ፦ " አቻ ምሳሌ ላይሆን ይችላል ግን አንድ ምሳሌ ላንሳ የሁለተኛ ደረጃ ት/ቤቶች አሉ ከሺህ በላይ የሚሆኑ በሁሉም ት/ቤቶች ያለው አቅም ፣ የመምህራን፣ የ2ኛ ደረጃ ት/ቤቶች መሰረተ ልማት አቅም እና መምህራኑ የተመዘኑ / ምዘናውን ያለፉ መሆን አለመሆናቸው ያለው ምጣኔ በጣም የተለያየ ነው። እንደዛም ሆኖ ግን አንድ ወጥ የሁለተኛ ደረጃ ፈተና ያስፈልገናል እንደ ሀገር። የ2ኛ ደረጃ ፈተና የምንሰጠው አንድ ሰው በሁለተኛ ደረጃ የሚሰጠውን ትምህርት በእርግጥ አጠናቋል ለሁለተኛ ደረጃ አጠናቃቂ ነው ተብሎ በቅቷል ወይ ለማለትና ለመለካት ነው። ይሄ ፈተና ስታንዳርድ ፈተና ነው። በየሁለተኛ ደረጃ ት/ቤቶች አቅም አይደለም የሚዘጋጀው ፣ በሁለተኛ ደረጃ ያሉ መምህራንን አቅም ብቻ አይደለም ታሳቢ የሚያደርገው፤ እንደ ሀገር ሁለተኛን ደረጀን የጨረሰ ሰው ምን አይነት እውቀት እና ስብዕና ሊኖረው ይገባል የሚለውን የሚፈትሽ ነው። መምህራኑ ሁሉም ተፈትነው ብቁ ሆነው እስኪያልፉ ፣ ያለን መሰረተ ልማት በትምህርት ቤቶች ወይም በዩኒቨርሲቲዎች ያለን አቅም ተመጣጣኝ እስክናደርግ ድረስ አንድን ሪፎርም አንጀምርም ካልን ዝንተዓለም ያንን ሪፎርም አናደርግም። ሪፎርሙ መጀመር አለበት የሆነ ጊዜ ላይ መጀመር አለበት የተባሉ ጉድለቶች እንዳሉ አውቃለሁ፤ እንደ ትምህርት ሴክተርም እንደትምህርት ሚኒስቴርም እንገነዘበዋለን። የመምህራኖቻችንን ብቃት ለማሳደግ በየአመቱ ከልማት አጋሮችም ፣ ከመንግስትም ግምጃ በሚሊዮኖች እያፈሰስን መምህራን በ2ኛ ፣ 3ኛ ዲግሪ እናስተምራለን። እንደሚታወቀው መንግስት ለትምህርት በሰጠው ልዩ ትኩረት በሀገራችን 4ኛው ትልቁ በጀት የሚመደብለት ሴክተር ነው ሰፊውን የሚወስደው የከፍተኛ ትምህርት ነው የውስጥ መሰረተ ልማታቸውን፣ አደረጃጀታቸውን ለማሳደግ የሚውል ሀብት አለ እነዚህ ቁርጠኝነቶች በመንግስት በኩል የውስጥ ችግሮችን ለመፍታት የሚውል ነው። መምህራኖቻችን በቀጣይነት እያበቃን መሄድ አለብን እርግጥ ነው እንደዛም ሆኖ ግን ይሄ ስራ መጀመር አለበት ፤ አሁን ካልጀመርነው ከበቂ በላይ ጉዳት ደርሷል የትምህርት ጥራቱ ላይ። በፈተና ብቻ አይደለም ዩኒቨርሲቲዎችን በተልዕኮ በትኩረት በመለየት ፣ ዩኒቨርሲቲዎችን ራስ ገዝ በማድረግ ፣ የሁለተኛ ደረጃ ማጠቃለያ ፈተና በጥራት በመስጠት ፣ ወደ ዩኒቨርሲቲ የሚገባውን አነስተኛውን መስፈርት በፖሊሲው መሰረት 50 ፐርሰንት በማድረግ እነኚህ ሪፎርሞች መምህራን ልማት ላይ የምንሰራውን ፤ የዩኒቨርሲቲ ማስፋፊያን ገድበን የወሰድናቸውን ሪፎርሞች ድምር ውጤት ለትምህርት ጥራት ወሳኝ ነው ፤ ይሄንን ማድረግ ተገቢ ነው ጊዜው አሁን ነው ብለን ነው የገባንበት። "
