Ghislane's murdered father sold Promis s/w to countries in the middle east that turned out to be originally the s/w stolen from Inslaw by the CIA and manipulated to become the worst espionage tool in history. In conventional language, this alone is an act of war covered under the Espionage Act of 1917.
BTW those caught in the act of espionage are not provided with Geneva protections because a spy who is not a member of a uniformed military, gathering information in enemy territory under false pretenses or deliberately concealed, loses the right to prisoner of war (POW) status if captured while engaging in espionage.
