The Pentagon is reviewing a possible major reduction of U.S. forces in Europe, which could withdraw around one-third of the 80,000 U.S. troops stationed there — or potentially up to 40,000 troops.

NEW: U.S. F-16 fighter jet is reportedly down in Blair Township, northern Michigan, near County Road 633 and Blair Townhall Road. Early reports indicate the pilot is conscious.
