सेवा में. अध्यक्ष महोदय, लोक सेवा आयोग प्रयागराज, उत्तर प्रदेश विषय: सम्मिलित राज्य प्रवर अधीनस्थ सेवा प्रारंभिक परीक्षा 2024 के संबंध में । उत्तर प्रदेश लोकसेवा आयोग के संशोधित परीक्षा कैलेंडर 2024 दिनांक 3 जून 2024 के अनुसार सम्मिलित राज्य प्रवर अधीनस्थ सेवा प्रारंभिक परीक्षा 2024 दिनांक 27.10.2024 को कराया जाना संभावित है ।उक्त परीक्षा के संबंध में विभिन्न समाचार पत्रों में यह प्रकाशित हुई है कि वह परीक्षा अब 26 अक्टूबर 2024 व 27 अक्टूबर 2024 को दो तिथियों में संपन्न कराई जाएगी जिसमें अभ्यर्थियों की अधिक संख्या प्रमुख कारण बताया गया है। महोदय दो तिथियों में परीक्षा कराये जाने से परीक्षा परिणाम व अन्य प्रक्रियागत समस्याओं के संबंध में अभ्यर्थियों ने निम्मालिखित बिंदुओं में सामूहिक रूप से चिंता प्रकट की है- (1 )परीक्षा परिणाम में मानकीकरण (Normalisadion) की समस्या आना स्वाभाविक है जो परीक्षा परिणाम को प्रभावित करेगा। (2. )उत्तर प्रदेश लोकसेवा आयोग परीक्षा के विज्ञापन संख्छा A-1E2/2024 में मानकीकरण(Normalsation)निर्धारण के किसी भी प्रावधान, प्रक्रिया या सूत्र को उल्लिखित नहीं किया है। (3.)मानकीकरण(Normalisation) की समस्या ने पूर्व में भी विभिन्न परीक्षा परिणामो में बाधा उत्पत्न की है तथा यह उत्तर प्रदेश लोकसेवा आयोग सहित अन्य आयोग/बोर्ड में विधिक विवाद का विषय रहा है। (4.) मानकीकरण (Normalisation) की समस्या अभ्यार्थियों के हित को गंभीर रूप से प्रभावित करेगी और अंतत: विधिक विवाद को जन्म देगी। (5.) उत्तर प्रदेश सार्वजनिक परीक्षा नियमावली-2024 में PCS परीक्षा को विशिष्ट परीक्षा मानते हुए एक दिवस व एक ही पाली में कराने की छूट प्रदान की गई है। (6. )उक्त परीक्षा के संबंध में सुच्य है कि PCS प्रारंभिक परीक्षा 2024 में 5,76, 154 अभ्यर्थियों ने आवेदन किया है जबकि उत्तर प्रदेश लोकसेवा आयोग द्वारा पूर्व में बड़ी परीक्षाओं को एक ही दिवस में सफलतापूर्वक संपन्न कराया गया है। जैसे- उत्तर प्रदेश PCS प्रारंभिक परीक्षा 2022 में 6,02,974 अभ्यर्थी उत्तर प्रदेश PCS प्रारंभिक परीक्षा 2018 में 6. 35,844 अभ्यर्थी महोदय, अभ्यर्थी इस प्रकार की समस्या से अपने भविष्य के प्रभावित होने से चिंतित है व परीक्षा के एक दिवस में ही संपन्न कराने हेतु एकमत हैं ।हम अभ्यर्थियों की मांग उचित व तर्कसंगत है जो आयोग व अभ्यर्थियों दोनों के हित में भी है अतः परीक्षा को एक ही दिवस में संपन्न कराने की कृपा करें। प्रार्थी उत्तर प्रदेश सम्मिलित राज्य प्रवर अधीनस्थ सेवा प्रारंभिक परीक्षा 2024 में शामिल होने वाले अभ्यर्थीगण।
