MoFPI is implementing Central Sector Scheme–Pradhan Mantri Kisan SAMPADA Yojana (PMKSY) since 2016. PMKSY provides a big boost to the growth of food processing sector in the country helping thereby the farmers in getting better prices for their produces due to higher demand for agricultural produce by the food processing industries as raw material. It is thus a big step towards increasing the farmers’ income in addition to creating employment opportunities especially in the rural areas, reducing wastage of agricultural produce and enhancing the export of processed foods. As per the latest Annual Survey of Industries (ASI) 2018-19, total number of food processing units were 40,579 in the registered sector. In addition, as per the 73rd round of National Sample Survey (NSS) 2015-16, 24.59 lakh enterprises were in the unincorporated/unregistered food processing sector. The main exported processed food items are- refined sugar/cane sugar/cane molasses, soyabean oilcake and other residues, processed shrimps/prawns, extract /essence/ concentrates of coffee, preparation of animal feed, rape or cozla seed residues, sweet biscuits and other bakery products, sugar confectionery, whiskies, preps/ preserved gherkins and cucumbers, milling products including malt extracts etc. As per a study on “All India Cold Chain Infrastructure Capacity (Assessment of Status & Gap)” conducted by NABARD Consultancy Services Pvt. Ltd. (NABCONS) that was commissioned by the National Centre for Cold Chain Development (NCCD) under the Department of Agriculture, Cooperation and Farmers Welfare in the Ministry of Agriculture & Farmers Welfare, the requirement of cold storage in the country is 35 million MT, while capacity of such storage is around 32 million MT. Though the government is not establishing such facilities on its own, it is implementing various demand-driven schemes like Pradhan Mantri Kisan Sampada Yojna (PMKSY) and Mission for Integrated Development of Horticulture (MIDH) for extending financial support for setting up of such facilities by individuals/entities who come forward with eligible proposals as per respective scheme guidelines.

#GS-3 #mains 🧨Food Processing: A sunrise sector offers employment to 51 lakh & promises prosperity for many more The food processing industry is one of the fastest growing sectors, providing employment to millions of people directly and indirectly. As per the latest Annual Survey of Industries(ASI) 2018-19, the total output in the food processing sector has increased from Rs. 9,34,272.19 crore in 2014-15 to Rs.12,76,995.11 crore in 2018-19 at the compound annual growth rate of 8.13%. The number of persons engaged in the registered food processing sector increased from 17.73 lakh in 2014-15 to 20.05 lakh in 2018-19. As per the National Sample Survey (NSS 73rd round 2015-16), a total of 51.11 lakh persons are engaged in the unincorporated/unregistered food processing sector. India’s food ecosystem offers huge opportunities for investments with stimulating growth in the food retail sector, favourable economic policies, and attractive fiscal incentives. India’s food processing market may touch 470 billion dollar by 2025 and its output is expected to reach 535 billion dollar by 2025-26. Similarly, India’s consumer spending may also grow to 6 trillion dollar by 2030, which is sure to give this sector a big boost. Tier-II and Tier-III cities could mirror the trend visible in metropolitan areas by consuming more processed food in coming years. In India food processing sector has a quintessential role in linking Indian farmers to consumers in the domestic and international markets. The Ministry of Food Processing Industries (MoFPI) is making all out efforts to encourage investments across the value chain. Major sectors constituting the food processing industry in India are grains, sugar, edible oils, beverages, and dairy products. Through the Ministry of Food Processing Industries (MoFPI), Government of India, is taking all necessary steps to boost investments in the food processing industry in India. Government has continued the umbrella PMKSY scheme with an allocation of Rs. 4600 crores till March 2026. The ministry has also been implementing two more flagship schemes. Government is making a number of efforts to give further boost to the sector. A comprehensive ‘Agriculture Export Policy’ has been introduced to harness export potential of Indian agriculture. Products Specific Export Promotion Forums have been set up by Agricultural and Processed Food Products Export Development Authority (APEDA) to give impetus to the export of potential products as well as to remove the bottlenecks in the supply chain. APEDA has also formed Export Promotion Forums (EPFs) for the products like- grapes, onions, mango, banana, pomegranate, floriculture, rice, dairy products and Nutri cereals. A Farmer Connect Portal has been set up for providing a platform for farmers, Farmer Producer Organizations (FPOs) and cooperatives to interact with exporters. Assistance is provided through several other schemes to promote exports including food export. Trade Infrastructure for Export Scheme (TIES), Market Access Initiatives (MAI) Scheme, Remission of Duties and Taxes on Exported Products (RoDTEP), Export Promotion schemes of APEDA &Marine Products Export Development Authority (MPEDA) are other ambitious schemes, launched for the sector. Under the Production Linked Incentives (PLI) scheme for food products, marketing and branding support is provided by MoFPI for enhancing global visibility of Indian food products. Further, the Ministry of Food Processing Industries (MoFPI) is implementing a Centrally Sponsored Scheme-PM Formalisation of Micro Food Processing Enterprises (PM FME) from the year 2020-21 for providing financial, technical and business support for upgradation/setting up of 2 lakh micro food processing enterprises based on One District One Product (ODOP) approach. The scheme is being implemented for the period 2020-21 to 2024-25 with an outlay of Rs. 10,000 crores.
