Later, 49,000 remain → 36,000 counted, so 13,000 new votes were added. If Balzarian then has 18% of 36,000, that would equal only 6,480 votes. That’s mathematically impossible from newly counted votes alone, because Balzarian already had about 8,050 votes. Even if all 13,000 new votes went against him, his share would fall only to: 8,050/36,000≈22.4% So 100% of the newly counted 13,000 could have gone against him and he still wouldn’t fall to 18%.
