Day one of TIIF 2026. Enterprise Uzbekistan has a stand on the floor On June 16, the 5th Tashkent International Investment Forum opened in Tashkent, bringing together global business leaders, investors, and government officials. Among the guests who stopped by our stand: Mikhail Mishustin, Chairman of the Government of the Russian Federation, Adylbek Kasymaliev, Head of the Presidential Administration of the Kyrgyz Republic, Alexander Turchin, Prime Minister of the Republic of Belarus, Eduardo Formoso Echeverri, VP of Investments, Endeavour Mining, Jonathan Henick, US Ambassador to Uzbekistan, a delegation from the UAE, and others. TIIF brought together global business leaders, investors, and government officials in one place — and our stand became a natural point of conversation about what it means to build a dedicated jurisdiction for global technology business. We'll be back on the floor tomorrow. And the day after — on June 18, we take the stage with our panel session "Rethinking Jurisdictions for the Global Technology Economy" — 09:30–11:00, Room Bukhara, CAEx Uzbekistan. Last session. This time — legal, consulting, and professional services firms. The conversation went in a different direction from previous sessions. Less about operational blockers, more about the architecture of the system itself. 4 things dominated the room: 1️⃣ How does Enterprise Uzbekistan's legal framework interact with Uzbek law when they conflict? The question of hierarchy between the special regime and national legislation — which takes precedence, and in what situations — remains one of the most important open questions for any serious operator. 2️⃣ Uzbek labour law creates friction for international operations. Companies working across borders run into a legal framework designed for a different context — and it shows. One of the reasons businesses look for alternative jurisdictions is simply to operate under employment rules that match how global teams actually work. Enterprise Uzbekistan has the potential to carve out its own labour standards for residents. 3️⃣ Open, closed, or complementary system? Participants raised a sharp conceptual question: will residents need to step outside Enterprise Uzbekistan to interact with state bodies — or will everything be handled from within? The answer shapes how attractive the jurisdiction actually is in practice. 4️⃣ Notarisation and document legalisation. A recurring pain point: getting documents certified in a way that works across jurisdictions is slow, expensive, and opaque. A dedicated notarial function — or its equivalent — needs to be built in from the start. Participants raised questions around compliance and international restrictions. Uzbekistan's approach to these issues differs from Western frameworks — how that translates into Enterprise Uzbekistan's admissions policy is still being worked through. Not everything had a clean answer. The sanctions policy, the specifics of dual residency across Enterprise and other zones, and how the Central Bank fits into the banking infrastructure — all flagged, all going back into the work. Five sessions. Five different industries. The same underlying ask: build a system that doesn't require workarounds. We heard you. It goes into the proposals. Day 4 — data centers and cloud infrastructure operators. The conversation went deep fast. 1️⃣ Banks want cloud. Regulators say no. The Central Bank requires banking data to stay in government-certified data centers — which means every cloud provider hits the same wall the moment they go after the financial sector. 2️⃣ Uzbekistan is double landlocked. No direct access to undersea cables, internet traffic runs through a monopoly. For anyone building regional infrastructure, connectivity and redundancy are unresolved before anything else. 3️⃣ The data centers being built today need to be AI-ready tomorrow. GPU density, liquid cooling, serious power capacity — if the infrastructure isn't designed for it now, it'll need to be rebuilt. Enterprise Uzbekistan is developing data protection acts aligned with GDPR standards. Tax exemptions and customs relief on equipment imports are part of the framework. Whether Enterprise residency can open a path for cloud providers to serve the banking sector — that's being worked through. The to-do list got longer. Connectivity architecture, power roadmap for scaling to serious capacity, and how Enterprise rules interact with sector-specific data regulations — all of it goes back into the proposals. CustDev wraps up today. Telegram | Facebook | Instagram | LinkedIn | X

Our third CustDev session — this time with venture funds and investors 3 things came out of the discussion: 1️⃣ Rules change after the money is in. Funds have faced situations where the regulatory ground shifted mid-investment — turning a calculated risk into an unexpected multi-million dollar cost. 2️⃣ Buying into a local company shouldn't require a three-step currency conversion through local banks. The mechanics of paying for a deal in Uzbekistan are complex enough to make investors walk away. 3️⃣ Fund infrastructure doesn't exist yet. LP/GP structures, SAFE instruments, fast fund registration — the tools that make venture work globally aren't available locally. Funds end up structuring everything offshore by default. Enterprise Uzbekistan's constitutional framework locks in conditions through 2100 — protection against retrospective changes is written in. Fund structures under English and Welsh Common Law are part of what's being built. The goal is a registered, operational fund in 30 days or less. We came in with one list and left with a longer one. How Enterprise rules interact with local legislation when they conflict — still needs to be sharper. Whether deals inside the zone can be priced in foreign currency — still being worked out with the Central Bank. None of this was wasted. Everything raised goes directly into the proposals we're developing. CustDev sessions continue through June 5. Register. Telegram | Facebook | Instagram | LinkedIn | X

Our second CustDev session — this time with startup founders Here's what came up: 1️⃣ Moving money across borders is harder than it should be. Founders building multi-jurisdiction structures hit regulatory limits that force them to route capital around Uzbekistan rather than through it. 2️⃣ Holding structures end up in London or Dubai — not because founders prefer it, but because Uzbekistan doesn't yet have the legal instruments investors expect when structuring a deal. 3️⃣ Every time a cap table changes, the bank asks for everything again. International investors, multi-jurisdiction ownership, complex structures — local banks aren't built for this, and it costs months. Enterprise Uzbekistan is designed to address these blockers. Holdings can be structured under English and Welsh Common Law — with the instruments founders and investors already know. A dedicated bank for Enterprise residents is in the works. The broader question of capital mobility is part of ongoing discussions with regulators. Some questions landed on our to-do list. How Enterprise Uzbekistan integrates with the broader legal and financial system — we're still working through the details. Good problems to have at this stage. Every question raised today goes into the work. Participants didn't just flag problems — they helped us map the full shape of them. That's exactly what these sessions are for. We're taking these back and they'll feed directly into the acts we're currently proposing. CustDev sessions continue through June 5. Register Telegram | Facebook | Instagram | LinkedIn | X

The Law Behind Enterprise Uzbekistan Passes Uzbekistan's Lower Chamber Today, the Legislative Chamber of the Oliy Majlis passed the Constitutional Law of the Republic of Uzbekistan "On the International Centre for Digital Technologies." The bill now moves to the Senate. What this law establishes: ✔️ A special legal regime based on English and Welsh Common Law ✔️ Long-term constitutional framework (until 2100). ✔️ Conditions for digital technology development and entry of major global tech companies ✔️ A framework for structuring investment deals, including startup and venture transactions ✔️ IP and investment protection guarantees ✔️ Data security requirements for cloud operations ✔️ One-Stop-Shop for registration and government services Deputies noted the law is expected to grow the IT sector's share of GDP, attract direct foreign investment, and expand IT services exports — strengthening Uzbekistan's position as an international digital hub. We sat down with IT services export companies scaling from Uzbekistan. Three barriers came up in every conversation. 1️⃣ Cross-border payments routed through Singapore and Hong Kong — not because it's better, but because double taxation makes Uzbekistan unviable. 2️⃣ Global companies need to establish legal presence — but committing to physical office space before testing a new jurisdiction is a real barrier. 3️⃣ SAFE notes and convertible instruments don't exist under Uzbek law, pushing investment activity to other jurisdictions. None of these are unsolvable problems. They're clarity problems. Enterprise Uzbekistan residents are exempt from profit tax on cross-border vendor payments. Phase 1 launches with virtual office residency — so companies can join and operate before committing to physical space. Enterprise Uzbekistan operates under special legal framework based on elements of English and Welsh Common Law — enabling the investment structures global tech companies already use. What global tech companies need isn't more incentives. It's rules they can actually build on. CustDev sessions continue through June 5. Register. Telegram | Facebook | Instagram | LinkedIn | X
