Assistant to the President for National Security Jake Sullivan: Russia today vetoed a UN Security Council resolution proposed jointly by the United States and Japan that would have reaffirmed the fundamental obligation of states parties to the Outer Space Treaty not to place nuclear weapons in orbit around the Earth. The resolution would also call on all member states not to develop nuclear weapons specifically designed to be launched into orbit. As we noted earlier, the United States believes that Russia is developing a new satellite carrying a nuclear device. We have heard President Putin publicly state that Russia has no intention of placing nuclear weapons in space. If this were so, Russia would not have vetoed the resolution.

Chinese Foreign Ministry spokesman Wang Wenbin: The United States continues to make groundless accusations regarding normal trade and economic exchanges between China and Russia, while simultaneously passing a bill to allocate a large amount of aid to Ukraine. Fanning the flames by shifting the blame to others is simply hypocritical and extremely irresponsible. China is neither the creator of the Ukrainian crisis nor a participant in it. We never fan the flames or seek selfish gain, and we certainly will not agree to be a scapegoat. Let me once again emphasize that China's right to normal trade and economic exchanges with Russia and other countries of the world on the basis of equality and mutual benefit should not be interfered with or violated. We urge the United States that fanning the flames, vilifying others, and shifting blame is not the path to solving the Ukraine problem. Only taking into account the legitimate security interests of all parties and creating a balanced, effective and sustainable European security architecture through dialogue and negotiation is the right way forward.
