Major Incident / Preparedness Brief: 911 Outage BLUF: Multiple states suffer 911 outage; emergency call services disabled to both cell and landline customers; multiple causes alledged. Late on April 17th the "entire" state of South Dakota was reported to be under a 911 outage. Shortly after, it was confirmed that outages were also impacting Texas, Nebraska, and Nevada. There were also many reports of outages in Florida, Wisconsin, Minnesota, Iowa, and Massachusetts but none have been officially confirmed by authorities in these states. Citizens in affected areas were given varying degrees of guidance ranging from "call only via cellphone" to "call only via landline".  Citizens' ability to call 911 during an emergency was disrupted (1 to 7 hours) in areas in the states and in most cases those that did call in heard a "fast busy tone". In some events, 911 dispatchers were able to see an incoming 911 call from cellular phones, could not answer it, but would then call back the number. Authorities say two concurrent incidents led to the outages. One cause was allegedly a cut to telecommunications fiber line servicing a 911 systems trunk that occurred while a contractor was installing a light pole.
