📢 皮卡宝公告｜拒付罚金补贴政策
自2026年9月1日起，符合条件的用户可享拒付罚金补贴。该费用由银行收取，并非平台自行设置，皮卡宝将为符合条件的用户补贴返还。
💰 补贴标准
1. 当月消费金额低于2,000U且拒付率不超过5%的用户。
2. 当月消费金额达到2,000U、不足5,000U且拒付率不超过10%的用户。
3. 当月消费金额达到5,000U、不足10,000U且拒付率不超过15%的用户。
4. 当月消费金额达到10,000U及以上且拒付率不超过20%的用户。
满足以上任一档位要求，且当月退款率不超过15%，即可享补贴范围内的拒付罚金全额返还。每位用户每月最多补贴200笔，超出部分不予补贴。
💳 卡片使用说明
1. 广告卡：用于广告投放。
2. AI卡：用于美区AI服务。
3. 黑卡和白标卡：仅用于对应卡片支持的白名单场景。
交易前请确认卡片支持范围，避免因用途不符产生拒付及额外费用。

📢 PIKABAO Notice | Declined Transaction Fee Reimbursement Policy
Effective September 1, 2026, eligible users can receive reimbursement for declined transaction fees. These fees are charged by the bank, not set by PIKABAO. PIKABAO will reimburse eligible fees under this policy.
💰 Reimbursement Criteria
1. Users with monthly spending below 2,000U and a monthly decline rate no higher than 5%.
2. Users with monthly spending of at least 2,000U but below 5,000U and a monthly decline rate no higher than 10%.
3. Users with monthly spending of at least 5,000U but below 10,000U and a monthly decline rate no higher than 15%.
4. Users with monthly spending of 10,000U or more and a monthly decline rate no higher than 20%.
Users who meet any one of these tiers and have a monthly refund rate no higher than 15% qualify for full reimbursement of covered fees. Coverage is limited to 200 declined transactions per user per month. Fees beyond this limit are not covered.

📌 Reimbursement Details
1. Fees are charged as usual and reimbursed to your PIKABAO wallet after eligibility is confirmed.
2. Eligible September fees will be reimbursed by October 20. Thereafter, eligible fees will be reimbursed by the 20th of the following month.

Dear Pikabao Users,
Due to the risk control and compliance requirements of our upstream banking partner, Pikabao Gold Card and Preferred Card groups will be subject to identity verification management. Users must complete and pass KYC verification before applying for or using these card groups in the future.
Pikabao has already started processing previously issued Gold Cards and Preferred Cards in batches, and the related cards will be deleted accordingly.
The following funds will be refunded to your Pikabao account balance:

接上游银行风控部门通知，皮卡宝现正式上线风控保证金功能，具体规则如下：
一、保证金计算规则
保证金冻结金额 = 近7天拒付罚金总金额 × 3，每日自动刷新，随拒付情况动态浮动。
📌 举例： 近7天拒付罚金合计 50U，则保证金冻结 150U。
若账户余额为 100U，可用余额 = 100U - 150U = -50U，需充值或等待拒付减少后恢复正常。
二、重要说明：保证金≠实际扣款
⚠️ 保证金为冻结机制，并非真实扣除您的资金。
您的钱始终在账户内，只是冻结部分暂时不可用。
随着拒付记录逐渐超出7天窗口，冻结金额会自动减少直至解除，无需任何操作。
三、温馨提示
1️⃣ 建议保持账户余额高于保证金冻结金额，确保正常可用；
2️⃣ 近7天无拒付记录时，保证金冻结自动归零；
3️⃣ 删卡前请务必取消所有订阅并完成解绑，避免产生额外拒付；
4️⃣ 持续高拒付率可能导致账户受限，请合理管理卡片使用。
